February 2024 Board Meeting Minutes

  1. Call to order @ 7:09 called to order by Rebecca – Rebecca, Brenan, Nancy, Randy E, Candace, Tamie, Adam
  2. Establish Quorum – estabished
  3. Review minutes and approve: Approved
    1. Check previous month’s action items
    2. President’s message done.
    3. WRRR Wear online – moved to next month.
  4. Review agenda
  5. 148 members (146 members last month, highest ever 167 in March 2020)
  6. Standing Committee Reports
    1.   -Diversity, Equity, and Inclusion – Rebecca/Brenan.  Need to talk to Megan about helping DW trips. Hoping to add DW calendar events.
    2.   -River Watch – Candice Larson – Kayakers possibly to go in and cut the logs out on the Tilton.  Tilton cancelled due to low flows.
    3.   -Safety and Education – Rebecca/Candace -Brenan made the motion for WRRR to cover $1,400 of expense. Must be a WRRR member in good standing prior to January 1, 2024. Repo 2nd the motion. Approved.  Lance with Wildwater/Sierra happy to teach a class April 20-21, 2024. $300/per person. WRRR to pay $140 for up to 10 people, $1,400 total. Need article for website and Waterlog, Candice working on. Brenan to add to calendar.  Wilderness First-Aid flyer in the mail. Will post to Facebook page for information.
    4.   -Communications – Jarrad K – Working with website rebuild. Brenan to check on status.
    5.   -Membership – Tamie Stonke.   Brenan would like to discuss adding a lifetime membership to the new website.   Discussion with some members over the years that they would prefer to pay for lifetime membership even if it cost them more than a normal renewal.   This seems like it would be easy to do with a custom $ value on the new website.   Brenan thought for discussion $960 for a standard lifetime at 32 years x $30.   It’s probably prudent to discuss raising dues, but so far everything seems to be holding steady.  Reminder we did not charge dues for the covid year, even though several people paid it anyway.   On the lifetime membership, do we need to have an annual update for liability? Advantages to being a lifetime member?
    6.   -Programs and Volunteers – Nobody volunteered.   Consensus to ask Jay, as he has generally had ideas about new or existing programs.   Reminder, that a committee leader or member does not need to be a board member.  In fact, we encourage help from non board members.
    7.   -Mail pickup/Meeting reservations – Nancy Douty Nancy picked up mail. Thank you from AW for donation. Looking for another donation. Repo motioned that Nancy pay AW $500 donation for 2024. Motion 2nd and approved.   Other mail, credit card statement. Brenan has access online to view statements.
    8.   -WRRR Wear – Rebecca Post – What are we doing with shirts? Need T-shirts, hoodies and sun shirts ordered.
  7. Events
    1.   -Tilton Trek.  Need a trip leader.  Log jam in crux spot last report, should we cancel, or who is taking lead? CANCELLED
    2.   -Misc River Ops – Randy E has straps from Bill Yeager. Will meet with Tamie to pass them off. Repo has a spool of rope to be split for pin kits. Mark has 2 duffle bags for the pin kits. Randy Rogers can make the prusiks. Repo will work with Randy on the pin kits.
    3.   -Green preclean last weekend in April.   The parks may need our help.  They are going to get back to Brenan in the next week or 2. Not confirmed as of yet. Brenan to confirm pre-clean.
    4.   -Green River Cleanup.  The 40th annual event needs your help!   We currently need several volunteers for registration and some other spots seen on www.greenrivercleanup.org.    We are close to having the basic event covered.  The green river cleanup committee is trying to do some special things, but we need some volunteer leaders to take things to the next level. OWA will have boaters joining. Trying to keep everything on the GreenRiverCleanup.org website. Food seems to be covered.
  8. Old Business
    1.    -Status of safety class planning.  Candice:
Lance at Wildwater to teach a swift water rescue April 20-21, but Repo said we need board approval. Cost is $300/person, with WRRR covering half. Students will get a cert from Sierra Rescue International upon completion. Discussion
    2.    -Mic will need some help with content, web design, etc.  Brenan plans to help but will need additional people.   Brenan plans to keep calendar updated thru 2024 year end.
  9. New Business
    1. -Status for getting donations of prizes (VP business in the past, it seems that several board members work on it past years.) Repo donating throw bags and rope for pin kits.
    2. -BOD insurance discussion, loosing BOD volunteers not having it.  We have had before.   Brenan notes that a small HOA in Marble mount owns property, had 28 lots and the insurance is about $900 a year.   We have a 65 acre common lot and a well. Looking into getting a quote for BOD insurance to cover the board members from being sued should an accident occur during a WRRR event. Possible presentation to go over what would be covered. Randy is working on this and will update when able.
    3. -Increasing dues if needed?  Keep as placeholder for future discussion.  It seems we are holding steady and gaining $1,500 or so each year. We have spent down some money on website and other high dollar items.   Discuss for any mechanism for raising dues for success of future board.
    4. -Discuss budget for approval 2024 – 2024 budget passes.
  10. Waterlog articles needed by 2/20
    1. NOTE: Make sure Jarrad verifies receipt of articles
    2. Green River Cleanup teaser article

  7. Old Business
    1. Nominating committee status (ballot due by October 1) – Repo – There has been zero interest in anyone volunteering or showing a willingness to help out on the board.  ZERO.  That’s a bit frustrating
    2. Webmaster – Repo relayed the problems with publishing the newsletter and her request to David for assistance.  He very promptly helped out but added to his message that he has retired form Webmaster duties, he will be retiring from his job soon and will soon no longer be able to help out with the  website.  The board needs to replace him.  The board discussed the state of the current website and the number of bad links and old photos.  Repo mentioned WKC and Paddle Trails use Club Express but no without problems.  Jarred stated that pushing out a newsletter to 150 people, updating a calendar and updating committee members should be simple.  Jarred has worked with several people who know Word Press. 2. Mark Burns:  Looking at nice new spot for 2024 Wenatchee camping.   This has bathroom, lots of parking and is right next to the dryden dam driveway.  Logistically excellent.  To not overwhelm their septic system, we would still get a couple porti potties for the weekend.  Brenan makes a motion for Mark to keep talking to them and reserve this area.  Mike Curtis spoke with them too, and noted that we keep areas cleaner and help facilities. They even have the squirrel cage for raffle tickets!   Motion passes, nice work, and fingers crossed the dates work out.

Nobody is running with the Roster.  After the text file was sent out,  David had questions that weren’t answered regarding the Roster.  We read some of the emails during the meeting, and concluded if David is still willing to help us add a work around button to mail the membership that would be amazing.  If David is busy and we can’t get a mass email out, then would have to manual input club members emails for mailing out PDFs, Rosters, and similar announcements. Discuss doing PDF style waterlog in a simple format, need someone to to take the lead.   WRRR needs backup people to help with website content, proofing and posting info.  Mark and others will keep posting on facebook, boating! and sharing information.
      2. Brenan updated Membership database updated a few weeks ago and lots of renewals/ new member have come in the last 2 weeks.
      3. Need extra volunteer help to post articles, help proof website data, and figure out how to mail out PDFs easily to general membership.
      4. Need to update the WRRR board email members.  Repo, Brenan, Tamie and David met at the audit committee and briefly touched base on it.  WRRR board only email traffic is low and not utilized much.

Tieton River Flow Information

Most of the year, the lower Yakima River is fed by snowmelt and the reservoirs on the Cle Elum, Yakima, and Bumping Rivers. The reservoir releases keep the river levels high during the growing season for the lower Yakima Valley. In late August, salmon begin to spawn in the upper reaches of the Yakima River basin. If the dam releases continued, the fish would lay their eggs in places that would dry up in winter. To encourage the fish to lay eggs in better areas, the dam releases from the higher reservoirs are lowered, and the Tieton is used to provide water for the farms. This known as the flip-flop.

Starting in late August, the Tieton flow starts ramping up, and by Labor Day weekend, there is enough water for kayaks and small rafts. The flows continue to ramp up until the middle of the month, and then begin to fall. Boatable flows can go into early October. There are fluctuations due to need, so you can’t count on this pattern, but it has been pretty consistent in the last couple of decades.

The most up to date gauge for the Tieton can be found here: Rimrock Release

The main page for the Yakima Valley is here: Yakima Project Hydromet Project Gauges

This page has more information, but it is not up to date. The flows are an average of the flow for the 24-hour period before the graph was made, and it is only made once a day. This can mean that the page shows a significantly higher or lower flow than the actual flow.

The notes page, which contains information on planned changes to the flows, is here: Yakima Project Hydromet Status Report

You can call the ranger station or the dam, and they will happily tell you the same thing that the notes page says.

Some notes on the Tieton:

  • Camping is a free-for-all. WRRR has a traditional area, but we don’t own it, so don’t expect privacy or exclusivity.
  • When picking a camp site, ask around to find out how noisy people expect to be. A number of groups like to party all night long.
  • WRRR provides outhouses and a dumpster. Take your recyclables home, and help us keep the area and the outhouses clean.
  • You need a Discover Pass for the takeout parking.
  • At the takeout, get your boat off the river and out of the way as soon as possible. Be considerate of other boaters.
  • It is worth the trouble to go to an upper put-in at least once. The extra couple of miles of whitewater is great!
  • The rebar was removed from the dam years ago, so it isn’t going to rip your boat. However, the right side of the dam is higher and steeper and more dangerous. Your best run is just left of center. Run far left if you like slamming into walls and flipping.
  • The rapids are class III, but the run is harder than class III. Always wear a PFD and please wear a helmet.
  • Make sure to smile when RiverBooty takes your picture at High Noon and Waffle Wall.
