November 2016 Board Meeting Minutes

    1. River Watch – Brenan Filippini:
      1. Jacks Pass Rd is washed out (NF Sky); public comment period is now closed.
      2. Talks are still ongoing with PUD and FERC regarding access on the Cispus River.
      3. DNR is doing work at Maple Falls raft takeout on Nooksack River.
    2. Safety and Education – no report
    3. Communications – David Elliott:
      1. Working on improving website, including new reports available for board members, e.g. Events report, Member roster, Eligible candidates report, Rule of 85 report.
    4. Membership – Joe Koncikowski – No news.
    5. Programs/Volunteers – Nancy Douty: Has been picking up club mail regularly. No news.
    6. WRRR Wear – Rebecca Post – No news
  6. Old Business
    1. Sauktoberfest roundup – Big turnout, went great.
    2. Tilton Trek planning – Club will buy firewood; no other formal planning necessary.

    1. Election committee
      1. We’ve received approx. 18 ballots so far.
      2. David will send out second set of ballots around November 15
    2. 2016 Year in Review:
      1. Having website calendar set in advance for club events has been very helpful.
      2. Will make sure to offer a Safety Class and scholarships next year
      3. Will continue to plan September Rogue trip, though it is not a club sponsored event.
    3. Appoint Audit Committee:  David, Nancy, and Mark Burns (pending recruitment)
    4. January general membership meeting planning: Will discuss river permits and introduce the Board. Need to draft agenda.
    5. Member survey:
      1. David posted the survey draft on the Board Forum on the website. There are many engaging questions that should give us good feedback. Please review and let David know if you have any suggestions. Will be sent to members on Dec 1.
  8. Waterlog articles needed by 11/20

    2. VP River Ops – New Year’s Day Float article and Tilton Trek article – Rerun similar articles as last year
    3. Chairman – January General Membership Meeting announcement – David will write the announcement
    4. Article contest: Nancy will write an article for the next Waterlog about an article contest; David will re-post to FB. You will be eligible for a $30 prize if you write an article and it is published — we will draw a winner once a quarter.

    1. River Watch:
      1. Brenan Filippini: North Fork Road on Skykomish is washed out. Jack’s Pass is also washed out. No access to NF Sky.
      2. Rebecca: Comments have been submitted to Lewis County PUD regarding access on the Cispus River. American Whitewater has also been working with the National Park Service on this issue.
      3. David: The Middle Middle Snoqualmie road is finished and open. The put-in at the concrete bridge is not raft-friendly. David plans to talk with AW about this issue.
    2. Safety and Education – no discussion
    3. Communications:
      1. David Elliott: All club events are set up on the website thru September 2017. David continues to work on improvements to the site. Our goal is for folks to communicate via the WRRR forums;  information will no longer be posted on Yahoo.

    6. WRRR Wear:
      1. Rebecca Post: A lot of shirts were sold at the Tieton. Inventory is plentiful. Also discussed possibility of WRRR Wear for kids. Rebecca will poll Facebook for pre-orders.

    1. Tieton roundup: Tieton Rally was great!
    2. Rogue roundup: Rogue trip was amazing. Many articles are to come for the Waterlog. There was lots of carnage. Bears and turtles, too.
    3. Gear Swap and Repair Clinic status: Was on track and ready to go (then cancelled due to heavy rain).
    4. Sauktoberfest status: It’s on! We will have a BBQ after the run.

        1. 2017 schedule: Schedule is changing (but number of editions and the monthly publish date is not). The issue that comes out the end of December/early January will become the January 2017 issue, instead of December 2016.
        2. Discussed the possibility of an article contest, to encourage article submissions. Or perhaps will offer a prize to anyone whose article is published (apart from a contest)? More discussion to follow.
  7. New Business

    1. River Watch – Rebecca is going to a meeting in Olympia on May 23rd with the Lewis County PUD to discuss Cispus River access (gate opening & maintenance, road closures, logjam on lake). Rebecca is also going to a meeting in Eatonville on May 17th to talk about rafters’ needs in a small community — Eatonville wants to know how to attract tourism from the boating community. Brennan took WA State Parks Commissioner down the Green and they were happy. They asked what we need from State Parks to continue successful cleanups (e.g. should we ask for extended bathroom hours, anything else?)
    2. Safety and Education – Jared Cook: Sent email to Wet Planet asking to move the class to June 19th, BUT we need at least 8 people signed up. So, will send one final email asking about interest on that date instead.
    3. Communications – David Elliott: Has been working on software for sending out auto-notices, and will be able to get rid of Access database and start using the new software.
    4. Membership – Joe Koncikowski: Four new members. Joe started designing the postcard to send to past members, and will finish it soon.
    5. Programs/Volunteers – Nancy Douty: Flip Practice had good attendance.
    6. WRRR Wear – Rebecca Post: Rebecca is going to place an order, including hats and hoodies. Tie-die cotton T-shirts seems to be our most popular.
  6. Old Business
    1. Safety class status: See Safety & Education above
    2. Waterlog schedule change for 2017 is set in motion. Editions will be released at beginning of each month, will have a late December/early January issue.
    3. We have 500 stickers. Approved motion to give every member gets 2 free stickers (need to pick up at a club event). Will sell for $0.50 a piece thereafter (they cost $0.49 a piece).
    4.  Flip Practice roundup: Went well.
    5. Green River Cleanup roundup: Lower than normal turnout (approx. 70 people), due to low flows. Picked up 1,200 pounds of trash. 21 people registered electronically, and there were 26 physical signatures — it is likely that some folks did not sign up. The BBQ went well, but there was a lot of food left due to low turnout.
    6. Wenatchee Rendezvous status: Brennan could use the help of coordinators to help folks get settled into camp, help structure the trips (trip leaders), organize the potluck and prizes. Brennan will set up signs leading to camp, directions are in the Waterlog.
    7. Sauk Overnighter status: Flows should be good to run both the upper and middle Sauk; club will provide group breakfast.
    8. White Salmon status: Need some volunteer trip leaders; campground is reserved.
    9. Poker Run status: Jason will take charge of cards again this year; just need two more volunteers so far to run stations. Brennan will run BBQ at station #3; will have potluck, camping, prizes.
    10. Tieton Rally discussion: Will order toilets again (five). Rebecca will contact Mike regarding dumpsters.
    11. Membership letter: Went out to past members via email.
  7. New Business

      1. On The Water Supply – Adam will contact regarding the sponsorship we had approved last meeting.

    5. Green River Cleanup status – Brennan Filippini: Most trash is up in the Headworks area. Might be a good idea to get radios so volunteers at top and bottom can communicate. Sounds like Howard Hanson dam is keeping flows to 200-300 CFS below inflow (no special arrangement for cleanup weekend). The GR Cleanup registration website is up and running; has trash map. The cleanup is officially put on by the Green River Cleanup Committee, of which WRRR is a sponsor.
    6. Wenatchee Rendezvous status – Brennan Filippini: We are camping the same place as last year. Brennan has the article written and will put GPS location on the website.
    7. Wenatchee Rendezvous General Membership meeting agenda: Rebecca will put an agenda together. There will be raffles and prizes.

    2. Tacoma methanol plant – Rebecca Post: Rebecca was contacted from someone opposing a new methanol plant that would draw water from the Green River. She will contact Thomas O’Keefe at AW to see if they are acting on this.
    3. Membership letter – Joe Koncikowski: We will email the letter and mail a postcard; David will help.
    4. Membership renewal incentives – David Elliott: People tend to wait until they are ready to go to an event to obtain/renew their membership. Could we create incentives for renewing? e.g. free raffle tickets, free poker hand? Need to consider ideas.
    5. Sponsorship for Northwest Rafting Company – David Elliott: We approved a motion to allow NW Rafting Co to put a link up on the WRRR website. WRRR members that sign up for a trip will receive a 10% discount.
    6. Other Sponsorships – Adam Schierenbeck: Contacted On The Water Supply, a new rafting store in town; they declined a sponsorship for financial reasons. We approved a motion to allow them to a) publish a full-page article in the Waterlog promoting their store, and b) publish a small add that we will run monthly for one year. Also, have obtained discount code from at least one vendor and will be contacting more. Will also look into website links in exchange for a kickback or discount.
    7. Graphic design budget – David Elliott: We approved a motion to spend $500 to hire someone to create a new club design; David will get more information
    8. Waterlog schedule – David Elliott: We are going to change the Waterlog schedule effective the end of 2016. The new edition currently comes out at the end of the month, but will change to the beginning of the month or end of last month. (No extra work, just changing the months around.) Brian always needs more Waterlog articles!

    2. Safety and Education – Jared Cook: Safety class is set up for May 28th & 29th with Wet Planet on the Cedar. One person has expressed interest so far. Cost per person is $250 but WRRR will subsidize $100. Jared will write Waterlog article.

    2. Tilton Trek roundup: A lot bigger turnout than expected, 30-40 people? Launch was split into two groups, which worked better for boat control. OWA expressed interest in joining us for the Tilton Trek.
    3. Green River Cleanup status – Brennan Filippino: On track, just need more volunteer commitments. Brennan will post request online. David took first shift, and Rebecca second shift at Headworks. Just need volunteers for KP. Will run gorge morning of Shangri-la cleanup and look for trash and make a map. Shangri-La is reserved. Trashbins and bags are procured. Free parking at state parks that weekend.
    4. Safety class status — See Safety and Education Committee report above (May 28th & 29th on Cedar River)
    5. Summary of the Rowers/IK Progression: Good turnout, had approx. 24 people on lower Sauk. March 20th is next one on Nisqually (likely 11 a.m. meet time at put-in).

    1. Flip practice planning – Nancy had sent email prior to meeting: Will make sure Brian has Waterlog article and will check with Jim Johnson to make sure we’re on track.

    3. White Salmon discussion – Brennan will contact campground, they have requested that we pre-pay. Also planning on running the lower on Sunday.

      • Rebecca ran the lower Nisqually (put in @ Yelm hydroplant) together with the Nisqually River Council & Thomas O’Keefe. Very scenic run (spotted 48 eagles) and excellent educational opportunity.
      • Bill: A bill has been introduced that would require DOT to consider river access when doing bridge projects. (Senate Bill 6363, House Bill 2660)
    2. Safety and Education – Jared Cook
      • Sent email to Wet Planet regarding River Rescue Certification course

      • Plans are in place to make some updates to the website layout.

      • Weekly Green River Cleanup meetings begin soon with Corps of Engineers, they are twice a month. If interested in participating, contact Brenan Filippini.

      5. Rebecca did trip on Nooksack with river council (13 people) and pushing for access. Fish and wildlife doesn’t want boats on certain stretch.

      1. Nothing to report. Rebecca still planning on doing Safety next year. Should start to think about fundraising, especially for things like AED. Maybe we can start with a simple first aid kit and make sure people know where it is and have it for the sweep boat. Adventure medical usually offers 50% discount up to $500, Adam and Rebecca can work with them (David will send info)

    3. Noise complaints at the Tieton
      1. This is not a WRRR issue (problem people were not WRRR members, nothing we can do) – there is plenty of space to spread out.
      2. WRRR needs to avoid being a complaining neighbor
      3. Alpine’s party is canceled this year and they were saying it was because of complaints from WRRR. David to clarify with them that it may have been WRRR members complaining (Adam will CC David on email), but it wasn’t WRRR.
      4. Official stance is that if you want it quiet, there is paid camping nearby – we don’t want to regulate noise.
      5. If anyone complains about spots, there is no reserved spots even if you have been using the same spot every year. Last year there were complaints about where the port-a-poties were dropped and Brenan talked to them (complainer and toilet company)
      6. Mike Curtis is getting a dumpster – are we going to take some responsibility for it money wise. Alpines are always overflowing, but maybe not this year. They didn’t ask for any money. Find out how much it is and vote on approving half (up to a max of $100) either at next meeting or at Tieton if we have enough people.
      7. Port-a-poties are usually out of TP. Make sure people bring some to leave. Next year we can mention for people to bring some.

Sometimes it’s at the end of the month, sometimes it’s at the beginning of the following month, but if you are a member, you should be receiving it.

      1. Went really well, lots of new members and old members who don’t come out much. Did a lot in the river: foot entrapment, shallow water crossing, z drag with a boat.

      2. Found a couple new campgrounds, worried about flash floods because of the fire damage, but not sure next year – Brenan can ask them about next year when he is there next weekend.

    3. Sauk Overnighter status
      1. David sent spreadsheet, Brennan going to tweak it and post it this week.
      2. Suiattle to Sauk is plan A (lots of camping, good II plus run with a couple class III – put in a bit of a pain), Brennan to talk to outfitters about wood

      4. Suiattle take out down to Skagit is plan C.
    4. White Salmon status
      1. Should be all set, some people coming up Sunday from Oregon to do the lower section from the old lake down (be ready to portage Steel Head falls if need to, will talk to outfitters).
      2. Nothing planned (no potluck or prizes), Randy and Nancy are trip leaders
    5. Poker Run status
      1. Camping are all set, have poker stations covered but could use some backups. Jason going to print the cards.
      2. Still working on prizes, plan on building fire pan and table, but no big ticket items yet. Costco has coupon for waterproof speaker and camera starting 6/11
    6. Tieton Rally status
      1. Possible deal with Riverbooty for photos of all WRRR members, David will find out more details. Idea would be WRRR to pay flat fee for all WRRR member photos. Should also consider doing a special WRRR season long pass for $100 or some flat fee
      2. Still considering food options, maybe desert and/or breakfast potluck.
      3. Bring lots of propane fire pits as fire will likely be banned

      3. Trash, not sure of final tonneage? THey removed the truck for Sunday, we dumped some TV’s that a KP park Neighbor retrieved from the trail with his tractor on Sunday plus other BS. I’m guessing the Sunday load was about 400-500 pounds. (he met me thought I was dumping tires….haha) This guy said he would label and help lead ground crews next year. We hauled out about 400 pounds of recyclable that I dumped today, plus about 200 pounds of trash from Shangri-La.
      4. Boats:
        1. Friday 4 boaters in the Gorge
        2. Saturday WRRR had approx. 34 boats (29 that I personally counted, plus 5 DAvid helped me count I did not see ( on Headworks -11), Gorge and Shangri-La to FG). PTCC had a good turnout (5-7 Headworks and a few in the upper and / or lower gorge)

      6. Largest Items was a tie between Brenan’s 2 backhoe tires and Rebecca and Steve’s Car section winched out of the headworks put in…. I found a crapton of stuff at the KP fishing access across the river for years to come…

      1. Discouraging big boats, not clear what flows will be (right now about 800 but the normal is 2000)

    1. Tieton Rally discussion
      1. Order toilets in August. Maybe more gravel this year, we have the budget.
      2. Rim Rock is 97% full, so we should have water.
      3. Lots of confusion on BBQ/Pot Luck times. Try to stick to posted time. Maybe we should have a sign. David can work on that.
    2. Event reports for Waterlog
      1. Brian wants the board to do event roundup articles for the Waterlog. Suggest communications be in charge. Doesn’t have to write them, but must coordinate. Need to be proactive about getting photos, people don’t really send when asked. Brian prefers to get them on the WRRR drop box. David to make sure information is on the website.
    3. 2016 Board positions
      1. President – David ineligible, Rebecca may run
      2. VP Business (board meeting note taker) – Jason ineligible – Adam willing to help out
